Add water, propylene glycol and Syntran PC 5208 to vessel and begin heating to 75-80°C. Stir until batch is homogenous. With batch at 75-80°C, individually add each Phase B ingredient to batch. Stir between each addition until homogenous emulsion results. Cool batch to 35°C. In a separate water cooled vessel with high shear stirring prepare Phase C. Caution: Premix will become extremely hot, cool as needed. Slowly add Phase C to batch. Homomix until batch is homogenous and smooth. Appearance: Low viscosity, glossy, white creme. pH = 12.6-12.9.
